Summary

The High Explosives Science and Engineering Facility improvement at Pantex, the nation's primary nuclear weapons manufacturing facility, was a $295M project carrying a closeout backlog of more than 1,000 submittals. CBC provided embedded document controls support to organize, track and drive those submittals to completion. The general contractor gained clear visibility into status, bottlenecks were removed, and turnover-ready documentation moved the project toward final acceptance with less rework and delay risk.

The challenge

Closeout of the High Explosives Science and Engineering Facility improvement at Pantex, the nation's primary nuclear weapons manufacturing facility. The $295M project carried a backlog of more than 1,000 closeout submittals, and incomplete or late documentation put rework, delay and final acceptance at risk.

Conditions at the outset

  • More than 1,000 closeout submittals outstanding.
  • No single view of submittal status, approvals, or revisions.
  • Incomplete documentation creating rework and delay risk.
  • Turnover packages and as-built records still to be assembled.
  • Compliance and traceability requirements on a secure facility.
  • GC leadership time absorbed by chasing documentation.

The general contractor had limited visibility into where any individual submittal stood, so leaders could not separate the items that were nearly finished from the ones that had stalled.

On a facility of this kind, documentation is not administrative work; final acceptance depends on it.

The solution

We provided embedded document controls support to organize, track, and drive submittals to completion, giving the GC clear visibility, removing bottlenecks, and delivering turnover-ready documentation that moved the project toward final acceptance faster and with less risk.

The team worked inside the contractor's own organization rather than reporting to it from outside.

Key capabilities added

  • Document controls leadership across project closeout.
  • Submittal planning, workflow design, and tracking systemization.
  • Coordination across GC, subcontractors, and stakeholders.
  • Quality review of documentation for completeness and compliance.
  • Reporting and visibility into closeout status and risks.
  • Support for turnover packages and as-built documentation.

Submittal planning and workflow came first, then tracking was systemized so every submittal, approval and revision had a status anyone could check. Documentation was reviewed for completeness and compliance before it moved, which stopped items from cycling back through the same approvals a second time.

The result

The backlog of more than 1,000 submittals was organized and driven to resolution, accelerating closeout on the project. Traceability and compliance improved across turnover packages, and the risk of rework and delay caused by incomplete or late documentation came down.

What it produced

  • Accelerated closeout by resolving 1,000+ submittals.
  • Improved traceability and compliance across turnover packages.
  • Reduced rework and delay risk tied to documentation.
  • Freed GC leaders to focus on field and stakeholder issues.
  • Increased confidence in project schedule and turnover dates.

Freeing GC leaders from documentation chasing returned their time to field and stakeholder issues, where it had more effect.

Confidence in the schedule and the turnover dates rose with it.
